Local District Responsiveness: Who Governs, Who Participates, and Who Gets Represented? Policy Report

The report commissioned by Holladay City, South Salt Lake City, and Salt Lake County focuses on issues related to school district governance, specifically investigating whether the Granite School District should be divided. The study was conducted by the University of Educational Policy and Coordination (UEPC) to inform the decision-making process of the inter-local group.

Rather than analyzing current conditions within Granite School District alone, the inter-local group requested a broader review of research related to school district governance, responsiveness, and organizational structures, both at the state and national levels. The report aims to assess how various governance and organizational features impact access to educational opportunities and student performance outcomes.

The study complements another research effort that examines the financial feasibility of dividing Granite School District. Together, these studies provide a comprehensive view of the implications—both financial and organizational—of such a division, with a particular emphasis on how district governance and responsiveness influence student success and equity.
